TO PROTECT CHILDREN AND YOUNG PERSONS AT RISK OF EITHER PHYSICAL OR MENTAL CRUELTY OR ABUSE OR WHOSE SOCIAL CONDITIONS ARE SUCH THAT THEY ARE LIKELY TO BECOME VICTIMS OF CRIME AND TO PROMOTE THE MORAL IMPROVEMENT OF THE COMMUNITY WITH A VIEW TO ENHANCING THE PERSONAL RESPONSIBILITIES AND ENRICHING FAMILY LIFE.
