THE RELIEF EITHER GENERALLY OR INDIVIDUALLY OF PERSONS WHO BY REASON OF THEIR PHYSICAL/MENTAL DISABILITIES ARE IN CONDITIONS OF NEED, HARDSHIP OR DISTRESS BY THE PROVISION OF SHELTERED EMPLOYMENT TO ENABLE THEM TO ACQUIRE AND DEVELOP THEIR SKILLS IN EMPLOYMENT OF AN AGRICULTURAL AND HORTICULTURAL NATURE.
