TO RELIEVE PERSONS WHO LIVE OR ORIGINATE FROM THE LONDON BOROUGHS OF EALING AND HARROW AND WHO HAVE LEARNING DIFFICULTIES BY THE PROVISION OF SERVICES TO ENABLE SUCH PERSONS TO OBTAIN THEIR FULL RIGHTS AND PRIVILAGES AS CITIZENS PARTICULARLY THROUGH THE PROVISION OF PROVIDING ADVOCATES FOR SUCH PERSONS.
