BOROUGH OF TEWKESBURY FOR NOT LESS THAN TWO YEARS AT THE TIME OF APPOINTMENT OR
WHO, IN THE OPINION OF THE TRUSTEES, HAVE A DESIRE TO SETTLE IN THE BOROUGH OF
TEWKESBURY ON A PERMANENT OR LONG TERM BASIS.
