TO PROMOTE THE WELFARE OF REGISTERED BLIND AND REGISTERED PARTIALLY-SIGHTED PERSONS RESIDENT IN THE AREA COVERED BY THE FORMER BOROUGH OF WANSTEAD AND WOODFORD AND, AT THE DISCRETION OF THE EXECUTIVE COMMITTEE, TO RELIEVE IN CASES OF NEED DEFECTIVELY SIGHTED PERSONS AND NON-REGISTERED BLIND AND NON-REGISTERED PARTIALLY-SIGHTED PERSONS IN THE SAID AREA.
