PROVISION OF FACILITIES FOR RECREATION AND OTHER LEISURE TIME OCCUPATION FOR CHILDREN RESIDENT IN THE LONDON BOROUGH OF WANDSWORTH AND ELSEWHERE BEING FACILITES - A) OF WHICH SUCH CHILDREN HAVE NEED BY REASON OF THEIR YOUTH, POVERTY OF SOCIAL AND ECONOMIC CIRCUMSTANCES AND B) WHICH WILL IMPROVE THE CONDITIONS OF LIFE FOR SUCH CHILDREN BY PROMOTING THEIR PHYSICAL AND MENTAL WELLBEING.
