TO MAKE CONTRIBUTIONS TO ENABLE CHILDREN OF MEMBERS OR DECEASED MEMBERS OF THE TEACHING PROFESSION TO BE EDUCATED AT PUBLIC SCHOOLS IN CASES WHERE IN THE DISCRETION OF THE TRUSTEES SUCH EDUCATION WOULD NOT BE POSSIBLE WITHOUT SUCH CONTRIBUTION.
