TO PROMOTE THE ARTS FOR THE BENEFIT OF THE PUBLIC GENERALLY AND ESPECIALLY THE INHABITANTS OF THE TOWN OF THORNBURY AND FOR THE ATTAINMENT OF THE FOREGOING TO PROMOTE AN ANNUAL ARTS FESTIVAL IN THE TOWN OF THORNBURY.
