THE PRIZE IS TO BE AWARDED TO THE AUTHOR OF THE BEST PAPER SUBMITTED IN ACCORDANCE WITH THESE RULES BY A MEMBER OF THE GUILD (LIVERYMAN, UPPER FREEMAN OR FREEMAN) OR BY A GUILD CADET OR BY ANY OTHER CITIZEN OF THE UNITED KINGDOM OR COMMONWEALTH WHO HOLDS, HAS HELD OR IS ENGAGED IN FULL TIME TRAINING FOR A CIVIL LICENSE AS POFESSIONAL PILOT OR NAVIGATOR.
