TO RELIEVE THE NEEDS OF YOUNG PERSONS UP TO THE AGE OF 19 YEARS WHO WERE BORN IN OR ARE NOW LIVING IN THE WIGAN METROPOLITAN BOROUGH WHO ARE POOR, SICK OR DISABLED AND IN PARTICULAR BY THE PROVISION OF APPROPRIATE AIDS, EQUIPMENT AND OTHER APPROPRIATE SERVICES AND FACILITIES CALCULATED TO IMPROVE THEIR CONDITIONS OF LIFE
