A) OF WHICH THESE PERSONS HAVE NEED BY REASON OF THEIR YOUTH, AGE, INFIRMITY OR DISABLEMENT, POVERTY OR SOCIAL AND ECONOMIC CIRCUMSTANCES; AND
B) WHICH WILL IMPROVE THE CONDITIONS OF LIFE FOR SUCH PERSONS BY PROMOTING THEIR PHYSICAL, MENTAL AND SPIRITUAL WELL-BEING
