TO PROMOTE FOR THE PUBLIC BENEFIT THE MAINTENANCE OF NAVIGABLE AND OTHER ACCESS TO THE RIVER AVON, UPSTREAM OF STRATFORD-UPON-AVON TO THE GRAND UNION CANAL AND INCLUDING ANY FUTURE LINKS TO THE GRAND UNION CANAL BY THE PROVISION AND UPKEEP OF LOCKS, WEIRS, FOOTPATHS, BRIDGES AND SUCH OTHER FORMS OF PUBLIC ACCESS AS ARE REQUIRED.
