TO PROVIDE OR ASSIST IN THE PROVISION OF RECREATIONAL FACILITIES IN OR NEAR HEREFORD FOR YOUNG PEOPLE WITH THE OBJECT OF IMPROVING THEIR CONDITIONS OF LIFE AND IN PARTICULAR TO PROVIDE FOR SUCH PERSONS FACILITIES FOR SKATEBOARDING, ROLLER SKATING, CYCLING AND OTHER SUCH SIMILAR ACTIVITIES.
