FOR THE PUBLIC BENEFIT TO RELIEVE THOSE IN NEED BECAUSE OF THEIR SOCIAL AND ECONOMIC CIRCUMSTANCES, PARTICULARLY THE HOMELESS, THOSE WHO ARE LIVING IN ADVERSE HOUSING CONDITIONS OR ARE SOCIALLY EXCLUDED FOR ANY OTHER REASON IN PARTICULAR BUT NOT EXCLUSIVELY BY THE PROVISION OF CARE, SUPPORT, ACCOMMODATION, TRAINING, AND ANY OTHER SERVICES DEEMED NECESSARY TO COMBAT HOMELESSNESS AND PROMOTE SOCIAL INCLUSION.
