THE PROVISION OF FACILITIES FOR RECREATION AND OTHER LEISURE-TIME OCCUPATION FOR CHILDREN AND YOUNG PERSONS RESIDENT IN THE WREXHAM AREA BEING FACILITIES:- 1) OF WHICH SUCH CHILDREN AND YOUNG PERSONS HAVE NEED BY REASON OF THEIR YOUTH OR SOCIAL AND ECONOMIC CIRCUMSTANCES; AND 2) WHICH WILL IMPROVE THE CONDITIONS OF LIFE FOR SUCH CHILDREN.
