PROMOTING THE EDUCATION, INCLUDING SOCIAL AND PHYSICAL TRAINING, OF PERSONS WHO ARE UNDER THE AGE OF 25 YEARS AND ARE IN NEED OF FINANCIAL ASSISTANCE AND WHO ARE OR AT LEAST ONE OF WHOSE PARENTS ARE RESIDENT IN HOLLYM OR THE NEIGHBOURHOOD THEREOF.
