TO RELIEVE PERSONS RESIDENT IN THE AREA BOUNDED BY RIVER MERSEY, PARLIAMENT STREET, UPPER PARLIAMENT STREET (2-74), PRINCES ROAD, CROXTETH ROAD (2-22A), SEFTON PARK ROAD (12-20), AIGBURTH DRIVE (FROM JUNCTION WITH SEFTON PARK ROAD TO JUNCTION WITH CROXTETH ROAD/ULLET ROAD), ULLET ROAD (FROM JUNCTION WITH CROXTETH ROAD TO JUNCTION WITH SEFTON PARK ROAD), SMITHDOWN ROAD (224-378), QUEENS DRIVE L18 (68-188), AIGBURTH VALE, JERICHO LANE AND RIVER MERSEY WHO ARE IN CONDITIONS OF NEED, HARDSHIP AND DISTRESS OR SICKNESS, PARTICULARLY THOSE WHO ARE SUFFERING OR WHO HAVE SUFFERED AS A RESULT OF CRIME IN SUCH WAYS AS THE COMMITTEE OF MANAGEMENT THINK FIT.
