TO PROVIDE IN THE INTERESTS OF SOCIAL WELFARE FACILITIES FOR RECREATION AND LEISURE TIME OCCUPATION FOR ELDERDLY PERSONS LIVING ON THE BROWNFIELD ESTATE OR THE IMMEDIATE VICINITY WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE OF THE PERSONS FOR WHOM THE FACILITIES ARE INTENDED.
