THE RELIEF OF THE DESERVING JEWISH POOR, BOTH RESIDENT AND CASUAL. SUCH RELIEF TO BE EITHER TEMPORARY, CONTINUOUS OR EXCEPTIONAL WITH POWER TO MAINTAIN BEDS IN SUCH JEWISH INSTITUTIONS OR CONVALESCENT HOMES AS NECESSARY OR EXPEDIENT AND UPKEEP OF HOMES FOR THE AGED.
